I'd assume the pricing depends on the frame rate too.

Pricing is only dependent on the frames drawn.
For example, every animation I've posted on Newgrounds runs at 24fps, but only includes 12 drawings per second*. This is known as 'drawing on twos' because each drawing is held for two frames. It's the industry standard and so I use it for the best compatibility with video editing software. This is why if someone asked for a different frame rate, I'd offer to keep it at 24fps, but with each drawing spaced to match their requested frame rate. In either case, they would only be charged for the amount of individual drawings needed for the animation i.e. 'per frame'.
Also, thank you for bringing this up. I realized I didn't clarify the 12f loop I offered was for a one second loop. I'll be updating the commission info to make that clearer.
*the first one released in '25 is the only exception.
